PC Going half as slow when on any game

So when i try going in any game it starts going half as slow even tho fraps says its still 60fps. It goes slow motion and i have no idea how to fix this. I just recently had a windows bootup problem and had to reinstall windows so maybe thats the case. My specs: MSI GTX 1050TI / R3 1200 3.1Ghz / 8GB RAM . If any other info needed then just ask. Did you try DDU? (You can also run DXDIAG diagnostics or the windows ones and if you choose first the DXDIAG post the DXDIAG file)

I bet it wont work because i just reinstalled windows because of a different problem i just recently had so my pc is fresh with no drivers but anyway ok imma try
