My Set Up-

Geforce Gtx 1070 ti

Intel(R) Core(TM) i5-4590 CPU @3.30GHz

64-bit Operating System, x64-based processor

H97 Anniversary Motherboard

My dilemma is that whenever I try to play something somewhat demanding I get these skips. As if every 3-5seconds my computer will hiccup in a sense like it is dropping frams. Ive tried V-sync and It helped the issue but it still persists. My Computer is very clean with no bugs. When watching system processes nothing seems to be spiking? Someone please help me with the issue. I've spent so much money on this setup and it does not even work properly. If you have more questions please do ask. Thank you.

Not Quite. Multiple games have this issue. My Oculus Rift is has the same problem as well.

you get those lags even on Overwatch or Fortnite with Vsync on?

then i have to say it's a CPU usage issue, either you're not running at full clock or you're running too many things in the background and also the 1070 Ti is too powerful for the i5 so the CPU usage will be at 100% when Vsync is off.

it's a bottleneck basically

It could be a bottleneck but I'd also be interested to see which drive the games are running off? If it's the 750GB HDD, I'd imagine it would have quite a slow RPM. I guess we would need to see CPU usage and maybe drive usage numbers...

my hunch,

1) ram <-- most likely the issue, (you probably do not have a matching set) for example, you have 1 8gb stick and 2 4gb stick with different timing

2) CPU <-- overheating

 

btw, your CPU is severely bottlenecking your processor.

My Cpu does run up at 3.5ghz usually when playing games, I am using the SSD Drive. And the HDD almost has nothing on it, so in this case the HDD is no the issue.

you do not need a new CPU, a switch in ram will solve the issue

Yeah, I don't think you should run 3 sticks of RAM. Generally not advised. I'd remove the 8gb stick or buy another 8gb stick and run two sticks for a total of 16gb. I think you're on the right track though.
