Also, I would skip on RGB for now.

Are you the one building it or your friend? You guys are going to have a rough time with this cooler for little performance and ugly visuals.

 

For an 8400, really the most you need is something like a Cryorig C7 just to get a little lift from the stock cooler.

Does a Pure Rock Slim work then? It’s a really good Cooler with decent thermals, and yes I’m making it for my friend with a budget of 1.4k CAD

Yes, that will work. Anything to bump up from the stock Intel cooler and the Hyper 212.

Alright, it’s a pretty decent cooler and it looks like a high end nocturnal cooler and considering the fact that the cooler Master case is tempered glass it will look good

Skip that and get a Corsair CX550M instead. The B-series units from EVGA aren't terribly good.

My friend said his budget is 1.4K CAD. And I think there is a 16gb Vulcan DDR4 Memory on newegg for sale. For about 180 CAD. Should I go for that?

I personally think Ryzen would be a better option.

 

For gaming and streaming, you want as many cores as you can get. Ryzen 5 1600/2600 has 12 threads, the Core i5s only have 6. This results in better streaming performance.

Ryzen 5 is also cheaper and you don't really need a special board to overclock. The stock coolers are way better as well, which helps add to your budget a bit.

My friend wanted to try Intel because in all of his 14 years he never used a intel cooler and stuck to amd, and he strictly said intel so I can’t change the cpu

cause he said lol. Also he has another PC which was a prebuilt and he said that when he would stream he would transfer it to the other pc. (Or it’s another way it would work idk)
