CPU stuck at max clock

update: it is most definitely the windows update, after it finishes running .net runtime optimization service it is locked at max clock unless i throttle it myself

 

so i guess hold off on the newest win10 update

im on win10 and i have an i7 5960x oc to 4.3 ghz

 

im using the balanced power setting and i checked the minimum processing power is still 5%

 

even with most cores being at 0% load it will not drop from the max clock (kicking my fans on constantly)

 

any ideas of what i can try?

Is Intel SpeedStep enabled? What's your core voltage set to? What cooler are you using and what are your temps?

enable c-states (C1E), EIST and Speedstep. Not sure if EIST is still there or did the name change though

I couldnt find speedstep in my bios or how to enable it on win10

 

my core voltage is 1.25

 

im using a corsair aio 280mm

 

temps are normal for idle 4.3ghz. 40c 

 

i reverted back the windows update that installed last night and now its working fine so i assume its the speedstep setiing being changed in the update....
