Hi, I recently realised that intel optane memory is even faster than m.2 ssd-s.Now two questions are there. So the first question is that currently intel is providing an option between 16 gb and 32 gb, now can we use those as boot drives and the second question is that only if my motherboard provides an m.2 slot, does it allow me to make that my boot drive or does it require some special feature ??

The FAQ site states: 

"You may use Intel® Optane™ memory as a standalone NVMe* SSD. However, we don't support this configuration."

If the M.2 slot supports NVMe then you can use it. Please remember that Optane is only compatible with 200 series Intel chipsets and up AND a 7000 series Intel CPU.
