So I have been interested in creating a website where all of my media I have stored and throw it up on a website. I would like to host my website from an old core 2 duo PC i have sitting in my room doing nothing. I will probably use a linux lamp server or something. However my net has a cap at 1tb a month and my upload speed is not very good. Does anyone know of a free or very cheap way where I can store my media off site (like google drive or something)? I would like my site to be hosted locally, and when a end user requests a video or picture, it can point to my data stored off site.  Any ideas?

I would honestly say (having looked at doing this myself) that to avoid hassle, you would be better finding a webhost for a good rate per month.

That way you could build your website locally for testing before uploading by using a locally based server (such as WAMP for example). Loading video's would also be easier if you set yourself up with a youtube account. Sure, keep backups locally on an extyernal-yto-your-pc drive.

As an aside, please do not, by any means, let me put you off and abandon your original idea, I just wanted to give you an alternative option to think over to see if it would better suit the resolution you seek for your initial aims.

I actually pay for yearly hosting with Ifast ($83.88 +20% VAT for living in the UK Grrrrrrrr!!!!) as it is, for me, much easier to deal with. I do, however, run any website/forum on WAMP server locally before taking it live as it gives plenty of time to iron-out any potential bugs or problems (dead URL links et-al)
