I got an LED fan a while back and it comes with some proprietary software for setting what it says. I've attached the manual that comes with it. My question is if there's any way of programmatically setting what it says? Currently, to set it I need to toggle the switch so the fan's off to be able to update the message. 

 

My dream is to have it as a live updating weather display but it seems like that's not gonna happen. Any help reverse engineering this would be amazing.

You need some sort of USB data sniffer, like https://freeusbanalyzer.com/, and start sending data across the fan and analyzing it for patterns. It's likely a very simple messaging protocol.

 

Then you just need a way to send data to the fan via USB. However, sending data over USB directly is something I'm not familiar with.

Have you looked to see if it creates any files saving designs?

Perhaps it saves a design and you could just leave it in edit mode and update the file it reads?
