Hello!

Unless you really want to and have the money to do so, I don't advise you assemble a completely new PC. Instead, troubleshoot it and replace components. Look at upgrading if things aren't snappy, and then come to an full upgrade.

From what you're saying, I believe the power connector you're using for a fan is damaged. If your computer is good, you could just do with replacing the power supply so you don't have any broken connectors, and just put a clean version of Windows on your machine so everything is clean.

If your system runs slow and just isn't snappy, an SSD can hugely help with that.

I'm on the computer right now, everything is fine except for the case fans are not working because the power cable is broken, so i guess i could just get a PSU, Also i feel like my computer cant handle newer games the way i would  like it too, would you suggest a gpu or cpu upgrade? Also can u help me find a psu? i'm unsure on what to get

Just buy a new PSU, or some new fans depending on which side of the fan cable is at fault. Maybe wait for Navi/Turing reviews to come out to upgrade GPU, and you should be set.

They'll be out within 25 days.

Right now is a bad time; due to them being on pre order there are no rtx 2000 series reviews and you shouldn't buy the 1000 series without the reviews of the RTX2000 for value
