Quick Question: Bad CPU?

I'm out right now, I'll write the specs later, but here's the story.

In short:

• Old PC Build with Cheap old motherboard Froze Often and had to be rebooted. I replaced the ram.
• It often "Failed to load OS" and sometimes there would be no boot/post after a forced hardware reboot
• At a certain point it stopped booting completely. I got a new Motherboard.
• New motherboard will refuse to boot/post or anything. All common troubleshooting points have been checked.
• Shorting the power results in the fan repeatedly spinning and stopping.
• No Signs of corrossion or anything on the CPU pins

90% Confident the ram works

95% Confident that the MB works - I just got it.

 

So what is it, then. Bad CPU?

Did you check the HDD.

Yes yes, checked the hdd, but there's no Post no nothing, remember? Also it's a new hdd.

Could be since you've already tried on 2 mobos. 
Could also be a PSU problem
