I made a few changes including adding in a better motherboard, better CPU, better CPU cooler, a better SSD and HDD, and a different PSU. You can get Windows 10 for $15 on some websites, no point in paying $100. IK it'll cost $1450 with Windows, but trust me it's worth the extra $50 over your budget. 

 

For the monitor, I think you should get the ASUS VG248QE.
