I thought it would have been a good idea to enter the BIOS and turn my CPU and PCIE frequency up to 230Mhz and 130Mhz. I then left the BIOS, saving my changes and my computer restarts. I then wait for a display on my monitor to pop up and nothing happened.

I tried restarting multiple times, switching from HDMI to VGA, completely unplugging my computer and I am still getting nothing.

I have an AMD 4300 and a GTX 1050ti, if that is relevant information.

Clear CMOS (Shorting the CMOS jumper or removing the CMOS battery).

Try that first.
