6- using Ryzen's power plan. Im using Ryzen 3 1300x but the option for AMD Ryzen Balance doesn't show up.

It may not be supported for certain processors because the performance penalty is only an issue with cross CCX communication. So basically if you have four cores or less, the situation described may not be a big enough issue.

7- Are there any consequences for turning off HPET? (Other than Ryzen Master needing that for overclocking which I'm not willing to do)

SMT- This i hear is a mixed bag. Some say it improves performance when off and some say it improves performance when on.

Would it better the performance on games like Overwatch, Planetside 2, and League of Legends?

You may run into issues with some applications that require HPET, but there's likely no real way of telling if the application needs it or not unless the application was kind enough to tell you ahead of time it needs it. The problem with HPET is that it's a continuously running timer and it only checks if the time its at is equal to the the programmed value that was needed for timing purposes, rather than say greater than or equal to. This can cause interrupts to be missed.

I would leave SMT alone unless it actually causes consistent issues.

Following this website's tips, 6,7 and the SMT part got me interested

I don't know. I mean the worst that could happen is if you turn it off, the applications will just start misbehaving somehow. It won't damage your hardware if that's what you're worried about.
