Hi! First of all, my current specs are:

i3-7100

1050 Ti

8gb ram

H110M-K mb

some generic 300W PSU

 

I want to upgrade my whole PC, so let's start

I really need to upgrade my PSU. Because PSU prices are pretty high in my country,  I decided to go with the Corsair VS650. It's not high-end, but it's decent

Next, the CPU(and MB): I was thinking of getting the R5 1600(X) and a B350 MB, because this combo is just $20 more compared to an i5-7500

Then, it's the GPU I'm unsure about. I currently have a 1080p 60hz monitor so the RX480/580 would probably be enough, but I might buy a VR headset in the future, so a 1070 would be ideal. I could save some money by going with the 480. What are your thoughts? Maybe you could recommend something else!

 

Edit: I'm good with buying used GPUs

The VS650 is really not decent at all, the Corsair VS lineup is honestly pretty piss poor even in comparison to their (modern) CX series. Look into that at least. 

 

What country do you live in and what are the PSUs on offer for a roughly similar price to the VS650 you specified?

I live in Romania and I found the CX550, EVGA 600BQ and the be quiet! System Power 9 700w at a similar price

Now on to the other aspects of your build. The RX 480 is more than sufficient for 1080p 60hz gaming on even ultra settings in most games. 

 

However you mentioned VR in the future. I will agree that the 1070 would be a better choice for VR, though it wouldn't hurt to look into a used 980TI if at all possible, since you mentioned you don't mind buying used GPUs. Now that they are two generations old, used 980TIs might be going for lower prices than ever before now... hopefully.

On eBay(UK because I don't want to spend $50 in import fees), 1070s are about the same as the 980 TIs (270-300 pounds). I'd shop on used sites in my country but you don't get buyer protection so you can easily get scammed and I'd rather not deal with that

In that case, the 1070 is the better choice.
