So i want to head over to the used market to possibly get some parts, but I also want them to support a 1080tu in the future. I know that sounds ironic, but i wont be buying a 1080ti right off the bat. Whats the cheapest CPU I can get away with?

In strict terms of "support" anything that can run PCIe gen 2 x8 over a x16 slot will "support" a 1080. If you want to avoid bottleknecks, look for an i7 or a newer i5. Or go with Ryzen 5 or 7

You might be able to get away with a heavily overclocked 4th gen (maybe even 3rd gen) i7 or an X58 or X79 setup if you can find one cheap.

I'd personally go with either a 4790K or 6700K. On eBay they seem to go for similar prices (about 40 bucks apart), and I'd imagine if you were to stalk /r/hardwareswap you would catch a better deal.
