Yes, should work fine over Thunderbolt 3. However, depending on the particular model of XPS 13 you have, the number of PCIe lanes available for the Thunderbolt 3 port will affect how much performance you'll get out of it. Also note that Wake on AC may not work correctly, but that's a minor thing to deal with.
