Wifi disabled by hardware switch

Hi all - 

 

My laptop has the wireless card removed, and when I plug in my Wifi dongle Linux Mint 18.3 says "Wifi is disabled by hardware switch" when I plug in the dongle. Everybody seems to say turn on the physical hardware switch or hotkey, use rfkill etc. though it does nothing since the wireless card is physically exempt. How can I get drivers/get the dongle to work?

 

My desktop with 18.3 works fine with the dongle, just plug n play. Tried wih mint 19 as well but nothing.
