budget king is whatever you can find for the cheapest cost and best performance

i got my i5 4570 in a combo on a z87 mitx board for 100$ with a corsair H60i

thats the budget king

 

i wouldnt recommend buying one in 2018 though unless its really cheap used and thats all you need

and if all you need is a basic dual core, older pentium G's like haswell refresh g3260's are super cheap and still perform just fine for their price

There is no point if the r3 1200 when the 2200G exists.

its a bit faster (1300X speeds) and has a igpu to boot.

i would gree with this i had i3 6100 when i got my 1060 6gb and even though games were playable stuttering was present, get a r 1200 with a good b350 board oc it to 3.8 and it will serve you much better in thew long run, plus you have excellent cpu upgrade path.
