USB C ports will only charge/power a laptop if the port is configured to accept input power.  Also, the USB C power adapter needs to be rated for however many watts the normal adapter puts out if the USB C port meets the previous requirement.

 

Also, AFAIK, USB C maxes out at 100w.  Most laptops with a dGPU need 130w+.

This is not the case.  I have two laptops that will not accept power over USB-C.
