"Custom" Windows User Sessions (per local account)

So, I had recently watched a video (or two) showing off how to change the look and feel for windows 10, and then I wondered to myself, "Is there a way to where each local user account can have their own theme?" 

And, I'll show an example in the form of.. well, this:

 

Windows user login:

 

1. User account 1 (win10)

2. Win XP (win10)

3. XBOX ONE (win10)

4. Win 7 (win10)

 

*Clicks on option 2*

 

*Logs in to see a windows XP themed desktop environment and start menu.*

 

Basically, each user account will have their own themed desktop, so if I logged in as the 4th user, I would be logged into a Windows 7-like desktop environment.

Is there a way I can do this?
