Can`t find developer option

My friend got mobile phone from his friend in France. Model number is Huawei CUN-L21 (android 5.1). When I turn on the phone, phone gives me a message that device was reset and that I enter email but he doesn t know any email. I followed this instructions:

 

 

through talckback -> Chrome I downloaded Go launcher version Z, it enters android but when I want to open developer optin by tapping on build version nothing happened. Any solution?
