I have a Sapphire Nitro+ RX 580 8 GB that consistently gets artifacts in games such as PUBG. For now I have the power limit maxed out and offset the core voltage to +50mV which seems to have fixed it but this doesn't seem like an actual solution. There is no type of OC on the card whatsoever, driver version is 18.8.1 (have tried multiple versions to no avail). Any help would be appreciated.

I would contact Sapphire and open a trouble ticket. You more than likely need to RMA the card.

These things happen, and artifacting without an OC means that the card is no good.

Only if Sapphire is the seller, yes. If not, Sapphire is not the responsible party here. The card will end up there, but Sapphire isn't responsible initially.

Reaching out to Sapphire is not actually an option for me, I bought it from a third party seller (brand new) about 2 months ago.

So it's a 2nd hand card? If so, then this reeks like ex-miner to me.

It was brand new and as far as I could tell, there were no signs of it having been used. Could it be a PSU problem?

No. When you overvolt and raise the power limit, the card will consume more power, so the symptoms should become worse not better. Something is wrong with the card where it's factory clocks aren't stable. You could underclock to RX580 reference speeds.

Will try that, thank you for your help. Might sell this in some time to upgrade to a 1070 or a next gen card if thee problem persists. Till then, do you think running it with a voltage offset could have any detrimental effects besides slightly higher temps?

It probably will be fine but hard to say.  Since it is already damaged the problem could get worse over time.  You could always try to lower the memory clock speed to see if that helps.
