I would go with 16 Gigs of RAM

You forgot a PSU but a EVGa SuperNova G2 Series will do and that is all within your budget

Thanks, I might consider downgrading my PSU because 650W seems a bit too much for a 1060 and an i5.

Yeah 550 is totaly fine, even with a 1070
