why can't i change my fan speed, power limit, and  temp limit on afterburner

You have a laptop gpu, that is why.

 

 

What laptop model do you have?

Some manufacturers bundle some kind of overclocking utility with their laptop.

Because it's a laptop GPU. Laptops with 1060s arent designed with overclocking in mind.

You can, the core clock and memory clock are unlocked for tuning

You can, to overclock you change the core clock value, but if you should do it on an laptop gpu is another question.

You could try +100 to core clock, but dont expect to gain much performance at all.
