Build Plan:

Budget total amount: €1500, I consider going above for more performance.
Location: Belgium

Used for gaming. List of games: Witcher 3, DOOM, CSGO, Dragon Age inquisition, HOTS and many more.

Monitor: one, maybe two in the future. resolution 1920x1080, aspect ratio 16:9, size ±24-inch, Refresh rates 144Hz or higher, low input-lag.

OS: Windows 10

Peripherals: keyboard silent, mouse silent

Can I keep any parts of my old pc for the upgrade?
Keep the build and peripherals price-quality without bells and whistles, no interest in RGB lighting.
bottleneck as little as possible.

You can keep thee ssd , hdd and the case if you like

look this case its tempered glass front and side 167 mm cpu (it can fit a noctua nhd15) 4fans included and is sold on europe only i think -> sharkoon tg5 (3 colors)

I would consider to spend around 1300 on pc 500 on screen (1070ti + 1440p 165hz gsync monitor, look on amazon omen 27 (500 euros great deal for a 27 inch  or my dell s2417dg but its 24 inchees and 450-470)

take a 1070ti/1080 look on the best deal 

 If you want best cpu ryzen 2700/x  or i7 8700k (if you want non oc budget 2600 or 8700)

take a 100 euros psu (seasonicc focus + 650w gold or evga gq 650 gold)

Yeah, I was thinking 4790K, I think I fat fingered it to 4770.  Either way, the best CPU you can fit on that motherboard, some ram and a better GPU.  It's still very capable and doesn't need to be replaced.

Do I buy any other RAM or thesame or replace?

Tips on the silent keyboard and mouse?
