If he has that low hardware that means that he aint willing to spend 300dollars in a gpu,at least i think so,get a used 970 or960 for wayy cheaper.

If you are looking at as used card, I would go 780ti all the way.  For new, rx 580 8gb. If you plan on doing a new build soonish, I would keep it cheap with the 780ti.  Can be had for ~$150, maybe less in an auction.  Here's a great one for $155:
