Okay, well, you need to be a bit more specific about "Packet Loss" is it packet loss between LOCAL devices? Like between your Router, Cellular on Wi-Fi, Tablets, Computers, Etc. or between your device and the internet? 

Either way, more info is needed, such as the specs of your connection device (Is it Wired, Wireless, what kind of Router, what kind of internet service, what are the promised speeds and what type of internet service (DSL or Cable?) do you have?) If Wired what is your connection type (Where does the wire run, whats its spec, whats your physical adapter brand/ connection method (PCI card, USB, etc?) or wireless (PCI,USB, Built-in?) )

It is a problem between all wireless devices and the internet. usb on pc and phones get it. cable

So if you do a hardwire cable connection to the router to any device, it no longer has a packet loss issue?

Inherently, Wi-Fi is always a system with packet loss <Unless in a Vacuum with minimal space from the router>. You are literally flinging energy through the air and hoping it reaches the other device. So, if the devices on one end are too far away, or are using older standards for Wi-Fi, you will always have that problem.

If the Router is MIMO Dual band AC and so is the receiving device, you will have better luck, but even then, loss is going to happen because of the prior mentioned flingery.
