Digital Vibrance Issue?

Ok, so I think I've got a good one here.

I stream frequently on twitch, and thats why i first noticed this issue. I will try to link an up to date build list below. This might sound weird, but the digital vibrance of my screen is very messed up. The monitor frequently looks like it has a very light for over it which i have only now realized is a setting in the nvidia control panel called Digital Vibrance. However when i change it, my preferance is 75% for gaming, default being 50% the screen eventually reverts back to this fogginess. Whats even stranger is if i open the control panel back up, the slider is still on 75% and if i drag it up or down 1% (74 or 76) and then back to 75, the screen looks way different than when i started. Drivers are up to date, freshly installed as of about 4 hours ago. I'm also getting a weird micro stutter while gaming that just doesn't make sense. Yes I know pubg has terrible optimization, however even my friends with lesser quality 1070s or even 1060s get significantly better frames than myself overall. Please help I understand that this isnt a whole lot to go on but Ive tried everything short of wiping the whole PC and doing a fresh windows install and Id really rather avoid that.
