So I'm playing overwatch and my fps starts to get really low and stuttery, I open up msi afterburner and my gtx 1060 which runs at 2000mhz no problem, is running at 1506, sometimes even dropping to say 1300, or 1100mhz, and all the time, not more than 50% usage, even at that clock speed. I can put on an overclock, but that makes no difference. 

My CPU is a Ryzen 5 1600, not overclocked but can run at 3.9Ghz at 1.35V and I have a single stick of 8gb 2400mhz ram. 

 

Any suggestions on what to do to make my gpu be used to the fullest?

What are your temps? It sounds like it could be thermal throttling. Also, what kind of PSU are you using?

No you was running at 48 degrees, anyway, I disabled HTEP, put power plan from high performance to ultimate performance or something like that and it's fine now, getting like 200+ fps, good usage on gpu and good, consistent frames, but I have an old psu  but it's 700w so it's plenty for my system no matter the efficiency
