Is there a way to stop the clatter of key caps when they come up from being pressed? 

 

Ovbiously you have o rings to dampen the clatter on the downstroke, but I was wondering if there was a way of doing the same for the up stroke aswell? Or is that just not a things that can be done?

It IS quieter. A moving part is never going to be completely silent.

 

I have some of the Zilent switches and they do a better job than the zealencio clips, but are still not 100% silent. There are other measures to be taken, lubing the springs will reduce the high pitch ringing from each key press. And adding sound dampening foam in the case helps reduce overall noise. I use an old mouse mat cut to size and put in under the PCB inside the case and it works pretty well.
