Rainbow text while recording

Hey everyone. I've recently started recording some videos using AMD ReLive. Upon review of the video, I notice that the text has a reddish, rainbow effect around it. I've only really noticed it in games like WoW and inside the CCC itself (but not quite to the same degree as the control panel). I did a little bit of research and the only thing I could find referred to using HDMI and changing the Pixel Format. I use DVI so that doesn't apply to me. I've messed around with the bit rate and that didn't seem to help any. I'm currently on 18.6.1, using a 390x at 1080p. If there is any other information you need, just let me know. Just looks like video compression to me. If you want to get rid of it, you probably need to choose a different codec and bitrate.

Only codec available to me is AVC. I've cranked the bitrate to 100Mbps and it didn't change the results ):

stupid question but does this happen when you watch the recording in full screen?

Yes. It shows up in the recording when I play it back.

sorry i meant if this occurs when replaying in Full screen, i.e. It could be an interpolation issue playing a 1080p video at a slightly smaller window

It's there for full screen as well.
