well being a fellow teen here is my thoughts. To put it bluntly you shouldn't really give two fucks, because in the end of the day you can't force your friend to stop drink and in the end of the day where just kids, we do stupid shit and should just accept it and just try having fun wall we are in this world because, we aren't gonna be here forever.

up to you in the end, if you think this is really life or death for them then you can always call child services or the police, no one here except you is familiar with this kid and his life so in the end of your day. however I didn't address this in the original, if this is a daily basis thing like you said this may be a coping mechanism for mental issues like anxiety, depression, or just a bad family situation.

Well his parents are divorced that is one hing

Well, they'd also need to tell their parents if they are underage as well if going with a police report.  In plenty of areas reporters, and even the cops do need parental permission before speaking to a minor.  But, I still think they should deal with child services and the cops after telling their parents.  Because some places do allow minors to drink under parental supervision. However, drinking that excessively can still be illegal for a minor regardless of that.

proably not every day but he'd probably drink somtimes

 

Porbably certain every day but he just drank it like it was nothing

but in most case like yours odd are nothing is going to happen to you or her legally. maybe your parents will do some yelling and maybe even some assault on you for being a bad child. then learn to not do it again maybe.

 

as for your "friend" i say stay away from him for good. nothing good comes from people like that.

 

if your parents don't do anything you can always tell the school, odds are they would report this drink thing to every government agencies that needs to know about this and they will take care of him and his parents for letting him drink.
