Occasional screen stutter

Hi, I've had this problem for years with my previous build and my current build. I'm either in a car or a plane (in game) and my screen just randomly stutters like a millisecond freeze then unfreeze kind of thing. Don't think it's the internet as it happens in single player games, unless its caused by steam server connecting to the game's server. What causes these stutters? A setting I can look into?

 

 

currently using Asus PRIME B350M-A

Ryzen 1600x

Rx 580
