I can’t really say what the ideal RPM is for fan sizes but the bigger the fan the less rpm it needs to have because it makes up for the speed in size so it’s also quieter. If you want to find out you should test it yourself to find the ideal place between noise and performance

Ideally, the RPMs of the fans would be as low as possible while still maintaining reasonable temperatures.

Between those two fans, I'd choose a 140mm fan if possible. You'd be able to move more air at lower RPMs; therefore being more quite.

120mm fans at 2400RPM is loud, by the way.

 

In my experience with 120mm fans, 500-999 is normal while 1000-1500 is for load, anything higher is concerning.

It varies depending on the fan and where it's being used.
