Check your motherboard's manual for those POST codes and see what it says the problem is.

Those aren't the problems they are normal post codes I was just stating those just in case it means anything that it is those specific ones

There's clearly some kind of problem if it's bootlooping.

I would start by removing the RAM and testing each stick individually, and also different SATA ports as well as making sure your drive is fully connected.

Try a different SATA port.

Make sure the RAM is fully installed.

The ram is fully installed and wouldn't it boot even if there was no storage installed? I'm pretty sure when I first built it I made sure it went to bios before installing my SSD or hdd

If there was no storage installed or detected, it would send you straight to the BIOS.

And you're sure these are the post codes that report a fully functioning system? Because I'm inclined to disagree, there is clearly a problem here.

Try without the SSD and HDD.

And I feel like it is something with the mobo because when my bios got corrupted the first time the light strip on the mobo wouldn't come on and it won't come on now but my other bios isn't working so it somehow bricked both

You probably need a new board then.
