That’s because of the toothpaste Intel uses between the actual CPU Die and the IHS.

Don‘t worry about it, temps are still fine.

Laptop: R5 2500U / Radeon Vega 8 / 8GB DDR4-2400 / 500GB SK Hynix BC501 (HP Envy x360 13)

My little Server: i7-7700 / Asrock H110M-ITX / 24GB DDR4-2400 / Samsung 860 Pro 250GB & Seagate Firecuda 2TB / VMware ESXi 6.7

it's not just core no.4 but all the cores behave similarly as the calculations/operations jump between cores from time to time and the temperature would spike momentarily if that particular core uses more current than the others.. this phenomena is normal for any processor that uses hyper-threading technology.. in my case it's core no.3 that shoots up to 44C during idle but in less than a second it'll go back to 38C
