More than likely there's just some obscure setting that's putting too much stress on the encoding if anything.

well , thanks for the useful help , so i installed a fresh new windows 10 even tho i have to figure out how to fix that stupid bug that says errors occurred when resetting your pc , no changes were made bug , after 5 hours of trying i used the mediacreation tool and installed it to my usb then install windows then format my drives and it finally worked so does the stream , super smooth at 1080P 60fps medium cpu preset
