msi r9 290x not working

I have a msi Radeon r9 290x https://us.msi.com/Graphics-card/R9-290X-GAMING-4G.html that I recently purchased off of eBay. It didn't work and the seller said "Video card not working, fans spin motherboard doesn’t pick up card. Was being used to mine for a few months. Gaming before that." I thought it was the hybrid bios switch but I was quickly proven wrong. I've looked at the card and everything looks fine cosmetically. I've tried replacing the thermal paste and nothing. The fans constantly spin and it is plugged in. While I have only tested the HDMI port, Windows nor the computers bios recognizes the card. The computer bios is updated to A11 and I've run out of options for the card. Any suggestions on what the problem is?
