gta5 Need some help with FPS

So let me start off with my specs 
CPU=Intel I5-7600k
GPU=EVGA GTX 1070 SC 8G
RAM=Cosair MK16GX4M2B3000C15 Vengeance LPX 16 GB (2 x 8 GB) DDR4 3000 MHz
MOTHERBORED= Z270 GAMING PRO CARBON LGA 1151 ATX Motherboard

 

So i mostly play gta5 and i keep getting stuttering with the game but i don't get stuttering with any other game do i just have my setting wrong on gta or are the setting on the NVIDIA Control panel wrong or do i just need better hard were?

Now im looking to have 60-65 FPS with a nice looking game can anyone tell me what setting to use for gta5 and the NVIDIA Control panel?
