It is true that HDMI can provide signals above 60Hz but not all HDMI cables and ports are created equally.

If your monitor is only 1080p you need a HDMI 1.3 (or above) cable and port on your GPU to drive it above 60Hz. If your monitor is from 1440p to anything less than 4k you will need a HDMI 2.0 cable and port on your GPU to drive it above 60Hz.

 

If you already have a cable on hand and it works you're in luck, if not and you need to buy a new one I would suggest just going with a 2.0 cable for better future proofing:

since i haven't finished the build, (the parts are in the mail) i will tell you the specs and maybe you can tell me if i need  different cable. i have a gtx 770. the monitor is 1920x1080

The GPU is fine, HDMI port is 1.4a and if you wanted to drive a 4k display later down the line it also has DP 1.2 which can be converted to HDMI 2.0 or used straight out. Was the monitor used or new? Should come with the correct cable, but if it doesn't and you have an HDMI cable on hand it is likely revision 1.3+ unless it's really old.

If you find you can't drive the display at maximum resolution and refresh-rate just come back here and buy that cable I linked.

On last question what monitor is it exactly?

Looks like it has a 1.4a HDMI port so everything should be good. 

Believe it or not I've seen lower end 60Hz+ monitors not actually have a proper port to run it above 60Hz at max resolution, doesn't seem to be the case here.

What you are looking for is called a High Speed HDMI cable, which is pretty much any HDMI cable.

im sorry that i am not a very knowledged pc person but just one more question. i looked up the HDMI cable that i have and it says it is rated for 4k 60 fps. does that mean uit can Cary more frames because im playing at 1080 instead of 4k?

Yes but capability also depends on the source device and display.
