It will go to 4.7 by itself.  With a good cooler it will go to 4.7 on multiple cores and stay there under load.  With an OC you can go past 4.7 on all cores.

Without OC and without special options in BIOS, intel speeds are:

1 core: 4.7 GHz
2 cores: 4.6 GHz
3 corfes: 4.5 GHz
4 cores: 4.4 GHz
5 cores: 4.4 GHz
6 cores: 4.3 GHz

So it depends how many cores system/program uses at the moment.

Budget/Country, what do you need your PC for?

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?
