Thanks , if I wanted only 60 fps would a 580/1060 + 8400 suffice? Also would a lack of Hyperthreading be an issue?

lack of hyper threading is no problem, the i5 still has 6 cores to take care of multitasking. The 580/1060 is the sweet spot for 1080p 60fps, so your budget of $1200 is really really high for your target gaming experience.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B
