Help with Streaming PC

I am currently looking into purchasing a streaming pc with a budget around $800 or less with mouse and keyboard included. Does anyone know the specs of the cpu, graphics card, and anything else I would need to stream 60fps 1080p quality. Also, does anyone know of any prebuilt pcs that would work due to me having a limited window and budget.
