According to your motherboard manual, debug code AD means "Issue Ready To Boot event for OS Boot." This means that the PC encountered an issue while booting the OS. Can you re-install Windows?

EDIT: My short research shows that it could also be a CMOS issue. Have you tried clearing your CMOS?

PSA: Posting a PCPartPicker list with no explanation isn't helpful for first-time builders :)

I think its a boot issue (i have reset the CMOS) .. the boot light is lit on the motherboard. The problem is I don't know how to erase an OS without entering the BIOS(thats a problem because I cant get it to display.)

I also have no drive installed and have never installed an OS, so im still stuck.

I know this sounds a bit condescending, but do you have a 6-pin and 8-pin plugged into the GPU?

You can plug a 6-pin into an 8-pin socket, but most GPU's will refuse to boot with this configuration.  One of the two extra pins is a plug-type sense connection.

I have not yet installed my GPU, going off of the motherboard
