Sudden Low FPS in Games

Hello

I am experiencing an unexplainable lag all of a sudden in my games, and I have done everything in my power to fix it with very little success.
Games like GTA 5 and Assassins Creed Syndicate always stayed at 90-100 fps, NEVER went below 60, but now in the exact same graphic settings and resolution fps frequently drops down to 55-52 fps, sometimes between 40-50. Same issue with Assassins Creed 2 and it's such an old game.
My temperatures never go above 80°C and there are no updates happening in the background. This is really agitating especially when I can't figure out what's the cause. I would really appreciate your guys help.

What I have tried : Reinstalled GPU drivers with Driver Sweeper, Malwarebytes, CCleaner, Razer Cortex (Worked once a long time ago, not anymore), Reinstalled Windows 10 (Which I think solved the problem a little bit only).

Specs:
Intel Core i5 3470
8.00GB Dual-Channel DDR3 @ 664MHz
Motherboard Intel Corporation DQ77CP
NVIDIA GeForce GTX 970
120gb SSD, 500gb HDD
550 watt power supply

I think the RAM is the problem, the 664MHz isnt enough to run triple A titles i dont think from my experience with slower RAM. I recommend upgrading as DDR3 is pretty cheap these days.

IHDK possibly PSU or RAM

I think there should be no problem about the RAM as it's DoubleDataRate, so I guess there's no problem about the frequency, if that's what you wanted to point out...

No i was trying to point out that some games need faster ram. As his ram is quite slow he gets frame drops

Please reread my post and specs fully if you haven't already. Games that use to work perfectly fine are having low fps as I have already stated in my post. The ram is double data rate and ddr3.

Did you have Windows update or something like that? Those can cause issues. Try with beta GPU drivers or few versions older.

Had windows 10 1709. Went to windows 8.1. Then tried windows 10 1803 latest version. Didn't work.

Tried same drivers I had in the beginning and also other beta ones which also didn't work.

go into nvidia control panel and see what gpu the games are using. There is chance that your games are using your igpu instead of your dgpu. its a longshot but worth a check

what???

Right click on on "start" and open device manager

in device manager there will be a large list find and expand "display adapters"

there should be 2 options there, 1 for intel and one for nvidia. Make sure that both are enabled

Only have one option which is my Nvidia Geforce GTX 970. It is already enabled.

My opengl score is 73-75 fps this person gets almost double mine

Also my gpu usage averages 20-30% in games which if i'm not wrong is too low right? Do I have a driver issue? Because i've tried god knows how many by now and none of them made a difference, or is my gpu dying (which I find highly unlikely)

The most frustrating thing is that I am unable to diagnose what the issue is. Not to say I don't appreciate everyone's help so far, but unfortunately the issue still remains.
