if you haven't purchased the parts yet I would suggest saving a few bucks and getting a Founder 1080, it's easier to find waterblocks for Founders boards and if you don't need anything special like Hardline tubing then you could do the EK Fluid Gaming A240G (if you got a founders card).

you could even up it to a 360 rad and still be in your budget.

I prefer hardline tubing

then your budget is not enough to do it, just put this together on EKWB.com's configurator

you'd have to completely drop the GPU from the loop to do it in your budget and thats frankly insane to pay double the price of the A240G kit just to get hardline tubing and not even have a GPU under water, IMHO.

if you have the tools for doing Hardline bending and switched out to the Founders card at MSRP (if you can grab one) that would put you closer to your budget, you can shave about $30 off the GPU block and backplate if you go with a Founders Edition GPU and can shave the extra costs of the GPU (about $37) from your build costs giving you that much more to go to the water loop but you will still be short about 50-60 bucks.
