It does make a lot of difference yes. Back on my old 2010-era PC I would run CSGO at 1920x1080 and get 32FPS, whereas if I ran at 1024x768 stretched I would easily reach 60, so it's definitely smooter gameplay. The tradeoff here is that you lose details of things far away.

I didn't mean just the ingame resolution I mean't the pc resolution .

That's essentially the same thing. If you run your monitor at 800x600 it will be the same for the game. If you run your monitor at 1920x1080 but your game at 800x600, it will run 800x600 in-game.

Oh, I've never heard it the other way round. In fullscreen, it will scale to your in-game resolution regardless.

Ah okay, screenshots were useful.

 

75Hz vs 85Hz is a really minimal difference, I would personally go 1280x1024, you're going to barely see things at 800x600.

In that case, I guess refresh rate is your ally, 85Hz means 85FPS is the highest your monitor displays, so go with 800x600 if you so choose.

All I am trying to find out is if I run my background things like Discord and steam at 800 x 600, will I get more fps. I know all about refresh rates and fps, I just want a yes or no answer.

If you have enough memory to accomodate all those progams, then yes. Otherwise closing everything but CSGO will give you the best performance.

I don't only play csgo. I play games like Warframe, ARK survival evolved, and a little bit of tf2. I also need discord open for csgo and Warframe.

It applies for all games. Closing everything but what you need is best. Such as if you need Warframe open and then Discord then keep those two open only and you'll experience the best performance.

Well Warframe has no problems since it is cpu intensive and only uses 10-20% gpu, So Warframe can run at a nice 30fps on max res low settings or 800 x 600 medium which makes me sick since the AA is overwhelming.
