So the other day SpeedFan decided to no longer work on my system. Every time there is a load on the cpu or gpu SpeedFan reports a fan speed of >65000 rpm and a cpu temp of -1. It worked very well for the last 1,5 years now on this system but (I think) a windows update killed it...

So I need a replacement with some important features. Since my gpu has a aio on it, afterburner is incapable of controlling the radiator fan since it can't be plugged into the gpu fan header. On stock the fan would just run at full blast. So I need a tool to control the radiator fans according to cpu and gpu temps. Any suggestions? Anything that's offered by asrock can't look at the gpu temps and I highly doubt it that software from other manufacturers will work correctly. I also can't add a fan controller that would slot into the 5,25" drive since my case doesn't have any...

Argus Monitor is a good program to do what you need. Sadly, most of Ryzen boards dont work with Speedfan anymore as it hasnt been in development since mid 2016, a full year before the release of Ryzen. Early motherboard BIOS somewhat supported it, but newer revisions has basically killed it.
