PC stuttering constantly

About a week ago, my pc was stuttering. Both the display and audio would stutter every 10 seconds or so. After rebooting a couple times it would be fine.

Now, when i open obs with display capture it started to stutter. Then my computer froze. I hard reset and now it is stutter every 10 seconds. PLS HELp

The pc just froze up again. This time with the audio continuing to  work. Now there is constant stutter every 20 seconds or so.

 

Programs being used are just discord the temp readers and chrome.

 

Specs:
cpu - amd ryzen 7 1700

gpu - 1060 6gb 
8 g ram

mobo - asrock ab350m hdv

 

Thermals are all normal

Cpu - 23 c

gpu - 45 c

System usage is all normal as well
everything is under 50% usage

Check if there are any updates for drivers.
