Hi all,
 
(Previously posted on Tom's Hardware but didn't get any suggestions,so im posting to this forum instead)
 
Just moved in to new house.Upon setting up PC,I realized that the GPU Usage was near 0% and that framerate as a result went to crap.I never had any of such issues before

The PC recognizes my GPU,it just doesn't seem like its utilizing it for games and programs(Wallpaper Engine works fine though fsr)
(Ran OW CSGO and 3d Firemark which most of them crashed and hanged due to low fps)

My GPU is really heavy so i thought that sagging might be the problem but even after rotating the PC sideways,it still yielded no results.
Could it be PCI-E Issues?Or some software?

I have:
Updated GPU and Motherboard Bios
Made sure that the power connectors were connected properly
Replaced with my spare GTX 1080 but still low usage(not a GPU problem)
Made sure that programs and nvidia control center could recognize my GPU
Checked Bios settings and made sure that PCI was set to PEG and VT-D was enabled

Specs:
CPU: I7-4790
Mobo: MSI H81-e35 V2
GPU: Evga GTX 1080 TI SC Black
SSD: Samsung Evo 850 
HDD:WD Blue 1TB 
Monitor: ED 242 QR 144hz monitor

Any suggestions or feedback would be greatly appreciated :D

Honestly it almost sounds like your PC is using the Intel Integrated graphics. Try running some benchmarking software and seeing what card its detecting and using to render the video

It doesnt matter who wins and who loses, because in the end, the king and the pawn go into the same box.

hmmm maybe the PCI contacts could be corroded or dirty so he could be getting bottlenecked that way? That just doesnt seem likely though...
