MDM Locked iPhones

So I have come across some old Comcast owned iPhones. They still have the old MDM software on them. Would anyone who knows how to remove the MDM software help me. 

 

PS: All of the iPhones are on the setup screen.

Were these legally acquired? My guess you would need to do and equivalent Factory Data Reset like an Android Devices. Other than that, who knows.

I did. And the full reset through iTunes just has the device downloading the configuration again. And yes, these devices were legally aquired.

No. The devices are still on the activation screen as they were wiped clean and require login credentials before they can be used.
